Through a friend who was trying to bring attention to a specific police shooting in their area, I became aware of the practice of "moonlighting". I was appalled by how common this was, and how under-the-radar this issue had flown. Based on an academic paper examining the issue, I created this explainer to bring light to this controversial system of police employment.
